  • Created between year 300 and 400 out of survivors from the war
  • Democratic Imperium
  • Capital City: Zlodross( located on the south east coast), population: 50k
  • Currently elected emperor: Achinasa Ryerhat
  • Imperial election every 10 years
  • Magic is not used among the population, but it is seen on a regular basis
  • Most of the empire’s income is from adventurers
  • Bandits are usually hunted down by adventurers seeking income. Bounties are common
  • Small city-states with their own laws are commonplace and are generally founded by old adventurers who want to retire. Their laws cannot be less restrictive than the empire’s laws
  • The most valuable objects are those found inside of the labyrinth, ranging from rare metals to magical objects
  • The general population is wealthy, as workers are constantly in demand
  • Hunters are adventurers hired by the emperor to punish lawbreakers

Laws

  • Laws are created by the emperors, which range from lax to restrictive
  • The emperor’s laws are bound by rules set forth by the heroes
  • City states are not allowed to break the laws, but they are allowed to make laws more restrictive as long as they follow the same rules as the emperor
  • It is quite common for things to be illegal one emperor and legal the next
  • Laws are binding inside of the labyrinth, but are ignored quite commonly because people believe they cant be caught
  • Hunters commonly venture into the labyrinth to punish lawbreakers

Binding Rules for emperor

  • Discrimination is not allowed
  • Value of life must be preserved
  • Laws may be overturned by 2/3 popular vote
  • Emperors cannot be elected twice
  • All laws are universal, including the emperor
  • All laws created have a two week voting period to veto
  • No grouping of laws
  • Only one hour of research worth of mandates can be created per week
